The real danger for Moscow is that of plunging, like in the Tsarist past, into a reactionary policy that seeks to eliminate any popular protest and revolution against oligarchs and injustice. If nationalism is accepted in other parts, including Russia, there is no real reason to suppress nationalism in Kazakhstan or other areas. Indeed, military intervention will draw anger and blame towards the Russian minorities in Kazakhstan and other republics making their situation less stable and exposed to a change of regime.
Russia has already committed many mistakes by supporting unpopular regimes in Syria and other places. Driving reactionary politics even further will create insurmountable problems with the peoples of areas in social turmoil. Strategically, Russia is opening too many fronts that is unlikely to control and will set an example and precedent for the intervention of others, as different actors could ask China (as in the Solomon Islands), India, NATO or the USA to intervene. Police intervention is a double edge sword not worth using to save a bunch of oligarchs.
